As a college student in the D.C. area, the Court of Appeals was a great study spot. It's very quiet, spacious, and filled with natural lighting. There's a large table on the second floor with a couple chairs that's great for an impromptu meeting or spreading out all your notes to study.
If you're walking north from the mall this isn't a bad place to pass through.
