Zero stars. Leaf-blowing for almost an hour, after midnight, directly adjacent to an apartment complex. Kept going for 15 minutes after the police came. Then started using the street-sweep function on his truck for even longer. Really embarrassing behavior. This exact same situation has happened 10 times.
