I would give this negative 5 stars. Trying to work with this city is a nightmare. Requirements for property transfer change depending on who you talk to when you are at the city hall. Don't try to call, always goes to VM and the VM is always full so you cannot even leave a message. We are selling houses to investors and owner occupants who want to fix these properties up, and the City is making that quite difficult to accomplish. Always a most frustrating experience.
