I only waited 3 minutes on the phone, and the person I spoke to was very nice. I visited the actual office following day at 9am, there were 7 people in front of me and I waited 20 minutes. I found people who work there are friendly and informative.

I've been unsuccessful in reaching anyone for days. Yesterday I decided to simply wait on hold for as long as it took, but after 2 hours and 3 minutes I hung up. I've also tried the \call back\ option twice and no one has called back. There's a deadline on my issue yet I can't reach anyone to give me the info I need to meet that deadline.
