My experience was great but don't go to the address listed above its outdated. Go to city hall on the main street side in between temple and 1st street.

The office is meant more for construction contractors as opposed to general use. They'll take care of you, but there's only one person working there. He was nice and helpful, but recommended going to City Hall in the future.
