the staff here work very hard to support individuals with challenges to housing, ie, felonies or those with histories of eviction. They work with individuals with addiction challenges. They support individuals who are trying to become self-sufficient; so they do enforce budgeting and adherence to program rules. If you do yourself a favor and work with them, you'll increase your own chances of successfully remaining housed in the future.

Stay away from the Pilot Program! They take all of your money and leave you to survive with scraps for your family. If you get a dollar extra, they will be at your door for it. Don't trust the escrow bull s-it. They will say you did something wrong to keep it. They are friendly as long as you give up your money with no exceptions!
