No one is allowed in without credentials. It’s a Government run facility. It’s in a great location (remote and far away form light pollution and other EMI) and is up the hill from Waimea Canyon. This place started as part of the STDN and then transferred to another program as part of Goddard Space Flight Center back in the day.

Without credentials, you can see the "Restricted" sign and some bushes - no satellite.
