Never answer the phone, the recording hard to hear at all, messenger recipient is full. Impossible to reach somebody by phone

I have tried to reach to someone who can provide some guidance about an extension on my passport and I’m getting absolutely no respond from any person of the Staff. I’ve sent emails, made phone calls with no one ever picking up the phone while I’m calling during their unacceptable business hours 9-1 p.m. No It even able to leave a VM because it’s fulled not to mention is nearly impossible to schedule an appointment. Whoever is in charge of this entity , I hope the thoughts and feedback shared by a few people, as you can read on the reviews are taking into action, we're all asking just for some help

Dear Consul Paola Ayala, I have been attempting to schedule an appointment since September 2017, so I can close my Costa Rica Corporation. You have received all my documentation as you’ve requested and I directly deposited the 400 into your bank account also as you requested, all in hopes of getting an appointment . Instead of an appointment I received a letter telling me you are no longer the Costa Rica Consul and I must now deal with the new consul. Where is my appointment and better yet where is my 400 that you insisted I directly deposit? No one answers your phones and your voice mail is full so I can’t leave a message. Please make this right.
